Youth Recovery Court Celebrates 4th Graduation Ceremony Print E-mail

The 17th Circuit Youth Recovery Court will celebrate its Fourth graduation on Tuesday, March 21, 2017.  Judge Janet R. Holmgren, Presiding Judge of Juvenile and Problem-Solving Courts, will be honoring two graduates from Winnebago County, bringing the total number of youth who have successfully completed the program to 22. 

Youth Recovery Court was created to address gaps in services for youth ages 10-17 who have offenses pending in juvenile delinquency court in Winnebago and Boone counties. Eligible youth are those with a mental illness and/or substance abuse issue and/or a history of trauma that is related to their offense behavior.  The program, is providing intensive case management and court oversight in conjunction with home-based and community treatment services for the youth and their families who are participating in the court.  Participation is completely voluntary and the youth and their parent or guardian must consent to comply with the requirements of the court in order to be eligible. The 17th Judicial Circuit Court, Winnebago County Juvenile Probation and Rosecrance are collaborators with this program.  

“The purpose and goal of the Youth Recovery Court is to identify youth in delinquency court who are involved in the juvenile justice system due at least in part to untreated or undertreated mental health issues and provide them with intensive treatment and court supervision in order to successfully resolve their involvement in the juvenile system and avoid the adult criminal justice system altogether,” Judge Holmgren stated.
