Winnebago County will transition to efileIL for all Civil Filings effective August 30, 2018.

The current FCE E-filing portal used by attorneys will no longer be available on August 29th at 5:00 pm.   All users will be required to efile in civil cases from an approved provider.  Service providers may be found at

Attorney David J. Doll Selected as Winnebago County Public Defender Print E-mail



Joseph G. McGraw, Chief Judge of the 17th Judicial Circuit Court, is pleased to announce that the judges of the 17th Circuit voted to select Attorney David J. Doll as Public Defender for Winnebago County, Illinois.  

The vacancy in this office is as result of the planned retirement of current Winnebago County Public Defender Karen L. Sorensen on December 31, 2016.  Mr. Doll will assume his duties as the Winnebago County Public Defender on January 1, 2017. 


Commenting on the selection, Chief Judge McGraw states, “Attorney Doll is a uniquely qualified professional who possesses the experience, temperament and determination to excel as Winnebago County Public Defender.  I am confident that his administration will build upon the high quality of legal representation being provided by the office. We look forward to his service as a key stakeholder in our criminal justice system.” 


Mr. Doll completed his undergraduate studies at the University of Illinois and received his Juris Doctor from Southern Illinois University Law in 1992.   His legal career has been dedicated to service with the Winnebago County Public Defender’s Office.  He has been employed in the Winnebago County Public Defender’s Office since 1993, and has held the position of First Deputy Public Defender since 2004.
