The 17th Circuit
Therapeutic Intervention Program (TIP) Court celebrated its ninth graduation ceremony on Thursday, May 13, 2010. The Presiding Judge of TIP Court,
Chief Judge Janet R. Holmgren recognized a total of nine new graduates and their
achievements during the ceremony.
The TIP Court
is a specialized problem-solving court for non-violent offenders whose
underlying mental illness has been a primary causative factor in their criminal
behavior. The program is voluntary and targets all aspects of the reasons why
the offenders find themselves repeatedly involved in the criminal justice system
because of the effects of their mental illness.
The ultimate goal and purpose of the TIP Court is to offer an opportunity for
offenders to achieve stability and recovery in order to lead meaningful and
more productive lives without any further involvement in the criminal justice
system. The proof of the TIP Court's
success is demonstrated by the dramatic reduction in recidivism and
hospitalizations for all of the TIP
Court participants to date. Chief Judge
Holmgren stated, "Those offenders who have successfully reached and maintained
recovery, including our nine new graduates, have experienced the immeasurable
quality-of-life benefits of improved family relationships, stable housing,
positive support systems, increased opportunities for employment and
productivity, greater self-esteem and freedom from the revolving door of
crime. It is truly a privilege to see how this specialty court has
positively impacted and transformed lives while improving public safety by
reducing crime at the same time. It is a win-win for everyone."
